The label is Juna. The supplier lists two features, mesh and ruched, and describes the dress as slightly stretchy, not lined and imported.
The photos show where those features sit. The mesh is a horizontal band at the waist that runs all the way round, so it is visible from the back too. The ruching is gathered into a knot at the centre front, right under the mesh. Apart from that the dress is plain, with long sleeves and a slit at the back of the skirt so you can walk.

Fabric and feel: cotton jersey with stretch
The supplier states 95% cotton and 5% spandex and calls the fabric slightly stretchy. In the photos it looks matte and smooth.
The dress is unlined and close-fitting, so underwear without visible seams is the practical choice. The mesh band is see-through by design.
Fit and silhouette: narrow and long
The chart figures are small because they describe the dress unstretched. Size M measures 75.9 cm at the bust, 62 cm at the waist and 78 cm at the hip; XL measures 84.1 cm, 70.1 cm and 86.1 cm. The fabric has to stretch to fit, and the supplier calls that stretch slight, so expect a snug dress.
Length is 129 cm in M and 133.1 cm in XL, and the sleeve is 58.9 cm to 61 cm. We converted all figures from inches. If you are unsure between two sizes, we would take the larger one.

Styling: let the waist do the talking
The photos keep it simple with black heeled sandals and a small black bag. That is the right instinct. A belt would cover the mesh, and a long necklace would compete with the knot.
For a cooler evening, a cropped jacket that ends above the waist keeps the panel in view. Earrings and an updo finish it.
Occasions
Wear it to a dinner, a party, a gallery opening or a date. Because of the see-through waist we would not pick it for the office or for a formal family occasion.
Care: cold wash, in a bag
The supplier says machine wash cold and tumble dry low. Mesh is delicate, so we would wash the dress inside out in a laundry bag. Black cotton keeps its depth longer when it is washed cold and with other dark colours.
The wow detail: a window at the waist
Everything about this dress is covered and calm, and then there is a narrow band where the fabric turns transparent. The knot under it draws the eye to the centre. It is one idea, carried all the way round the body.
