The blouse is sold under the label Caelis. The supplier's own words for it are satin, tied and balloon sleeve. In the pictures the two front panels cross into a V-neck with a soft collar, and long ties go around the waist to knot at the front or the side.

Fabric and feel: polyester satin
Satin is a weave, and this one is woven from 100% polyester. It has the glossy face you expect, and the supplier lists it as having no stretch. That matters at the shoulders and upper arms, where a woven blouse can't give.
The supplier does not state a fabric weight or whether the blouse is lined.
Fit and silhouette: short body, long sleeve
Size M has a bust of 100.1 cm, a length of 56.9 cm and a sleeve of 62 cm. The body is short on purpose and the tie pulls it in at the waist.
Because there is no stretch, choose by your bust measurement and leave some room. The wrap can be pulled tighter, but it can't be made bigger. Between sizes, take the larger one.

Styling: high waist below, little else
The pictures show it with black high-waisted trousers, and that pairing is hard to improve. A long satin or pleated skirt works too. Ivory looks bridal with white, so mix it with black or camel.
Green and wine red are the December colours. Add small earrings and leave the neckline bare.
