Italy Moda is the brand name under which a Polish fashion wholesaler lists this blouse. The supplier describes it as a lace blouse for many occasions, from an ordinary day to a party, and stresses the short length and the bare shoulders.
Two colours exist. Black, model 211442, is the one the supplier still has. The brown version, model 214304, is no longer active there, so you can only order it here while the button shows it. In the photos the blouse is worn with wide lace trousers in the same colour; those are a separate item.

For you if you like to show your shoulders and keep your arms covered. The body is loose, so it suits you if fitted tops feel restrictive, and the tie lets you decide how tight the neckline sits.

One size: 45 cm long, 96 cm at the chest and 126 cm at the hem. The blouse widens towards the bottom and ends at the waist, so it is meant to hover over a high waistband.
The drawstring at the neckline does the fitting. Tie it tighter if the neckline slips, looser if you want it lower on the arms. Measured at 45 cm, it will show midriff with low-rise trousers.

The supplier suggests trousers or a skirt. Because the blouse is short and wide, the bottom half should start high: high-waisted wide trousers, a pencil skirt, or straight jeans with a belt.
The photos show it with matching lace trousers, a full lace outfit for an evening. With blue jeans it becomes a daytime top. Keep necklaces short or skip them, since the neckline and the tassels already fill that space.
