This balloon sleeve blouse by Sublevel is loose everywhere except at the waist. There a wide band of ruching pulls the fabric in, and below it the blouse flares out again.
The maker describes a short blouse in smooth, lightweight polyester with a round neckline, puffy long sleeves and no fastening. It comes in beige, green and white, in sizes S/M, M/L and L/XL.

The piece: models 212669 to 212671 by Sublevel
Sublevel is the maker's brand, sold through a Polish fashion wholesaler. The supplier's text is the same for all three colours: decorative ruching from the bust line to the waist, puffy long sleeves and a classic round neckline.
The photos show how that looks when worn. The ruching is a band around the whole waist, front and back. The shoulders are dropped, the sleeves are wide and close in a narrow cuff. Under the band a short peplum stands out from the body.
Two corrections to the old name of this page. It said boat neck; the maker says round neckline and the photos agree. And the colours are beige, green and white. The green is a soft mint in the photos.
Who it's for
For you if you like volume on top and still want a waist. The blouse does that work for you: no belt, no tucking in.
It is also an easy piece if you don't like buttons. There is no fastening at all. You pull it over your head and the elastic band finds its place.

Fabric and feel: 100% polyester
The maker gives 100% polyester and calls the fabric smooth and lightweight. In the photos it has a fine crinkled texture and enough drape for the sleeves to fall in soft folds.
The white version is off-white in the pictures. The maker says nothing about how opaque it is, so we can't promise that a dark bra stays hidden under it.
Fit and silhouette: no size table, so read this first
The maker's data has no size table for this blouse. We only have the three size names: S/M, M/L and L/XL. We are not going to invent centimetres.
What we can say from the cut: the top is wide with dropped shoulders, so the chest is forgiving, and the waist band is elastic. The size choice mostly changes the sleeve length and the overall width. If you want measurements before you buy, send us a message and we will ask the supplier.
Styling: high waist below, nothing else needed
The supplier suggests a skirt or high-waisted trousers, and the photos show the blouse with blue jeans. A high waistband is the right partner, because the peplum ends near the hip and you don't want a gap.
The mint green looks fresh with light blue jeans or white trousers. The beige works with brown and camel. With the white, try a black pencil skirt for the office. Wear your hair up or back if you can; the round neckline and the wide shoulders show better that way.
Occasions
The supplier lists everyday wear, work and formal occasions. We see it most at work and at lunches and dinners: it looks dressed from the waist up, which is what a table shows.
Care: follow the label
The maker's data has no care instructions, so go by the label sewn into the blouse. Be gentle with the elastic band: don't stretch it wide when you hang the blouse to dry.
The wow detail: the band of ruching
Row upon row of fine gathers make a band as wide as a hand around the waist. Above it the blouse is all air, below it a short peplum kicks out. That one band turns a loose top into a shape.
