The supplier names the fabric velvet and gives the composition as 95% polyester and 5% spandex. So this is velvet as a type of fabric, with a short pile, made from synthetic yarn. In the photos it has a clear sheen that changes where the fabric folds.
There is no lining. With a short pile fabric that matters, because the inside lies directly on your skin or tights.
Fit and silhouette: close and short
Size M measures 84.1 cm in length, 96 cm at the bust and 75.9 cm at the waist. Size 2XL measures 87.1 cm, 112 cm and 91.9 cm. The supplier gives the chart in inches; we converted it to centimetres.

Styling: let the dress do the work
The photos show it with large drop earrings and a small bag, and little else. That is the right instinct: with a high collar you do not need a necklace. Dark tights and heeled boots make it a winter outfit.
