The label is Pulsar. The supplier lists the dress as buttoned, slightly stretchy, not lined and made of 100% polyester, and as imported without naming the country.
"Buttoned" needs a note. The photos show two buttons under the neckline, with a pleat falling from them. They look decorative: nothing in the photos suggests the dress opens there, and the neckline is wide enough to pull over your head. The back is plain.

Styling: sandals now, tights later
The photos show the summer version: bare legs, a pendant necklace, bead bracelets and a woven clutch. Flat sandals or white sneakers fit that picture.
When it gets colder, the black, green and deep red versions work with tights, ankle boots and a long cardigan. A belt at the waist changes the shape if you want more definition.
